HRD Minister fails to understand the protests of IIT faculty like trade unionists

Human Resource Development Minister Sibal fails to find the rationale for protests by IIT faculty similar to trade unions. He had big surprise over faculty's demand to do away with the provision of First Class at preceding degree along with Ph.D for the posts of AP, Assoc. Prof. or Professor. He couldn't understand how this condition interfere with autonomy.

He said that IIT's were free to send proposals to their board for relaxation in 10% recruitments for fresh Ph.D from IITs.

Mr Sibal was of the view that promotion avenues were much better for IIT faculty compared to faculty in universities. An Assist. Prof. in IIT may become the Assoc. Professor within six year while it can take 12 years in UGC system to become Assoc. Professor.

The cap of 40% on the post of Senior Professors was much higher than a cap of 10% in UGC, 20% in NIT and 25% in AIIMS.

He described their salaries as the 'icing on the cake' considering the less actual time alloted to teaching to facilitate research and consultancy work.

This is unfair: Says Sibal to IIT Faculty

Human Resource Development (HRD) Minister Kapil Sibal disapproved the method and modes of protest(hunger strike) by the IIT & IIM faculty. He said that revised pay structure is not unfair by any means. He requested the IIT faculty to re-examine their stand on protesting the pay structure and eligibilty conditions for entry and promotion in faculty. he said that the pay system has to be regulated and there have to be some eligibility condition for entry and promotion in faculty.

Teaching & research set up in India: an overview by Dr B. J. Kopper

Broadly there are 6 categories of teachers (be them school or IIT professors). They are: (1) Primary, (2) Secondary (3) Higher Secondary (4)Under Graduate College (5) PG College/University and finally (6)Technical.
The opportunity and facility for research is available to 4, 5, & 6, whereas 1,2,3 are either not , or do not get the support and/or time for research. Among 4, 5, 6 as above many are of the opinion that basic and prime duty is to teach, and research is secondary. Therefore it will be wise enough for decision makers to ponder and think (seriously enough) about creating TWO SECTORS, VIZ;
TEACHING and RESEARCH.Provide options for existing professional teachers to opt either of one. Build measures for progression in them. A person opting to be in Research sector shall continue to research and produce and add to the body of knowledge. Let the other who prefers to be in TEACHING sector teach. For him PhD and M Phil and any other degree shall only be decorative and one time benefiting events. These shall no bearing whatsoever for the career progression. Develop a better package for teachers of 1, 2, 3, 4, 5, 6.
Even it is heard that qualifications for 1 2 3 as above are lower than what is required for 4 5 6. It is true but nevertheless the hard work put in by these is reflected in the material entering the institutions of 4 5 6. Let there be progressive pay packages for all these 1 to 6, along with institutional allowances stipulated for different categories of achievement. People at the echelon keep saying that talent should attracted, talent should retained, and talent should be honed and used for not only knowledge disbursement but also for Producing it. In the present scenario it is not all possible. Goals are good but the path is laid with so many hurdles, troubles and self created impossibilities.
Why are making so much of hue and cry teaching faculty alone? I would like to quote here "Guru Brhama, Guru Vishnu, Gurudevo Maheshwara" a concept that keeps Guru above all, since gurus are the ones who make better citizens who make the country prosperous.

IIT faculty on hunger strike

As per TOI report, a director of IIT stated the one day fast by IIT faculty was based on ego problem not based on the actual data. he said that IIT faculty want the moon. However, IIT faculty says that fight is not for pay scales but for flexibility and autonomy. Insiders have different opinion about the whole logjam. IIT faculty's main concern is over two issues: 1. They want pay parity with Scientists of ISRO and DRDO, 2. They don't want restrictions put by MHRD over promotion of Senior Professors on quota basis.
Faculty of IITs on a day's hunger strike but they will continue to teach so that student's interests are not jeopardized.

Things are moving fast in the circle. An issue was raised in the beginning in this blog about parity of pay scales of teachers irrespective of the association with institutes. Why not common scale to all teachers/educators in India and an all India rank based categorization of institutes and based on this ranking a separate pay tag in addition to common package. This is the only solution. This can be achieved only by scraping UGC and AICTE and constituting one regulator for higher education in India

Teachers of Technical Institutes uniting to fight for better pay package

Professors of the leading business institutions like IIT's, and IIM's are uniting first time in the history to fight for better pay package and reject the MHRD's proposals. A joint charter of demand will be given to MHRD concerning better pay package, more autonomy and flexibility. They will also demand more autonomy for hiring new faculty. Efforts are on to bring faculty of other institutions like NITs and IISc. Representatives of IIM-Ahmedabad faculty met their director and requested him to delay the implementation of revised pay scales for time being.

Single regulatory body for higher education?

National Knowledge Commission (NKC), the advisory body to the Prime Minister has called for the abolition of the regulatory regime in the education sector to give Universities and Institutions more autonomy in decision making. This move will abolish the two giant regulators namely UGC and AICTE. Majority opinion is to create an independent National Council for Higher Education (NHCE) to take over the functions of two bodies (UGC & AICTE). as per the suggestions of a panel headed by physicist and educationist Yash Pal, up to study NKC recommendations on the two regulators. The committee also recommends a self-regulatory regime for universities, including the Indian Institutes of Technology and Indian Institutes of Management. Government is believed to be in favor of total implementation of the Yash Pal report, which also suggests scrapping of the deemed university status for state and private institutions.

what's problem with UGC website

UGC website is not functional for last few days. None of the page including 'Home" page is accessible to the users. According to some reliable sources, it is routine maintenance and updating nature of work. However, there is no official communique for non-accessibility of the site. However, few newer links are available in search pages of major search engines. It could be a technical snug or related problem.

Professors in IITs and IIMs will start at 37400 instead of 30000 but grade pay will be Rs 8000 and there is no provision of placement in PB 4 after 3 years as in case of UGC. The teachers of Technical institutions are protesting anomalies in Govardhan Mehta report.
As per Times of India Article dated 01/09/2009, NIT teachers are not in mood to play second fiddle to their counterparts at IITs and IIMs. The focus has turned to the draft of `Vision 2020' document that states that the NITs should be brought at par with IITs. The case of NITs related to disparities is likely to be put up before HRD ministry by an eight member committee as per the statement of Director, MNNIT.

Is there a solution in the site for removal of disparities existing among teachers of IITs, NITs, UGC teachers, Principals of the colleges, central govt. employees etc. ?

Frustrtaion is brewing up not only among teachers of different institutions but also among faculty of same institution. A common package with distinct monetary institutional tag is the need of hour.
