what's problem with UGC website

UGC website is not functional for last few days. None of the page including 'Home" page is accessible to the users. According to some reliable sources, it is routine maintenance and updating nature of work. However, there is no official communique for non-accessibility of the site. However, few newer links are available in search pages of major search engines. It could be a technical snug or related problem.
